Statement of Works

CommandPost® was procured as the preferred solution to drive and facilitate strategic Command, Control and Communication (C3) frameworks across multiple stakeholders for EXPO 2025, Osaka. The deployment enabled a unified incident command structure and common operating picture for multi-venue operations, whilst ensuring alignment with multiple reporting structures and security protocols for high-profile diplomatic attendance.

Delivery required workflows and data capture to align with EXPO 2025 Osaka’s overarching emergency procedures and operational guidelines to ensure consistency with procedural controls. This was important for stakeholders, which enabled actions to be undertaken with confidence under the scrutiny of complex and dynamic conditions.

In compliance with data protections, a dedicated server was established in Japan. Whilst stakeholders had previously relied on an alternative solution, the scale and complexity necessitated enhanced capability. This transition was seamless; CommandPost® provided an intuitive interface that allowed users to immediately establish confidence in operations.

CommandPost® was configured to operationalise Command, Control and Communication (C3) structures, embed emergency management protocols, and to digitise procedural workflows to reflect escalation pathways aligned with operational guidelines and diplomatic protocols. The use of the solution allowed for interoperability and strengthened interagency readiness for complex, high-consequence scenarios.

The solution provided a primary interface between stakeholders to maintain situational awareness by integrating real-time activity monitoring, production schedules, and live camera feeds. This unified operating picture accelerated decision-making, strengthened interagency coordination, and ensured a comprehensive understanding within a dynamic operating environment.

CommandPost® automated the compilation of a master contact list, which replaced the need for manual entry, verifying contact details and delivering a single authoritative directory for the lookup and communication with key stakeholders representatives. Additionally, the solution integrated, and aggregated data from, nearby weather station feeds, to present a real-time weather dashboard that combined forecast and live monitoring to best support teams with anticipating conditions, mitigating risks and enabling operational readiness.

CommandPost® GIS specialists delivered geocoded EXPO 2025 Osaka site plans, grid references and zone mapping, layered with emergency evacuation overlays and predictive crowd modelling visualisations. This provided operators with unified operational understanding, precise location look-up, and common referencing that further enabled for a coordinated and streamlined escalation between stakeholders.

Contractor and workforce site inductions were digitised via the mobile interface, which enabled training to be accessible to in-field resources via the CommandPost® interface and through system-generated QR codes, while management maintained access to a live digital registry of completion. This process supported induction delivery, ensured compliance obligations were met, and created an authoritative record. The mobile interface was extended to deliver quick access to core operational documents and procedures, including radio channel distribution and compliance/inspection forms, equipping in-field resources with the information and tools to uphold safe, compliant and efficient operations.

Through this deployment, CommandPost® demonstrated its capacity to deliver strategic command capability in environments of diplomatic sensitivity and operational complexity. By enhancing interagency collaboration, safeguarding procedural compliance and reinforcing preparedness for critical incidents, the solution set a benchmark for effective multi-stakeholder coordination under dynamic international event requirements.
